Quantum-based simulations are designed and executed based on numerical approximations and computations on know principles (mainly the Shrodinger equation). The theoretical basis is already set and computation models draw on these fundamental principles that dictate how particles interact.
Many people might intuitively argue the opposite becuase quantum is often associated to an abstract thing. The nature of quantum mechanics itself is less directly observable and far removed from everyday experiences, so it’s easy to perceive any activity at the quantum scale as inherently theoretical, regardless of the practical intentions behind it.
