    In QM, the HF solution is the reference, which takes into account each electron moving in an effective potential due to the repulsion of all other electrons, but in an average way. The HF solution also accounts for exchange (properly symmetrized wave function.) IN CM, the reference is the sum of the energies of each non-interacting planet rotating the sun. There is no effective potential, and there is no exchange.
