QM is called “ab initio” since it’s based on foundational concepts like the Schrödinger equation and the uncertainty principle, not classical mechanics or electromagnetism. Classical mechanics, based on Newton’s principles, is a “ab initio” model that explains macroscopic behavior. Classical electromagnetism, represented by Maxwell’s equations, is not a “ab initio” model because it doesn’t use quantum mechanics and models macroscopic electromagnetic processes.
