Theory are the fundamental blocks of a model. Simulation is to use theory to mimick experiment. Quantum-based materials activities are simulation based because the conecpt of theory is used to study the properties of a material and hence design materials which would have been done in the lab.

It is not a theoretical activity because no theories are developed.
