Both theory and simulation use mathematics in an attempt to describe and understand experimental results.
The difference between theory and simulation is that theory is a prerequisite of simulation. Some natural phenomena might be described by the mathematics of a theory. Simulations can then utilize theory, solving the equations and verifying them against experimental data.
