In general relativity a covector can be seen as a functional.
Using the definition of a functional: a function from a vector space to its corresponding field.
Then a covector is indeed a functional as it is a function from tangent space to the real numbers.

In QFT the action is a functional (from the vector space of field configurations to the real numbers).
