The 2nd HK theorem is not a natural consequence of the 1st HK theorem. The 1st HK theorem tells us that there is a one-to-one relation between the ground state density of a many-electron system and the external potential, but it does not describe how the energy of the system evolves away from the ground state density. The 2nd HK theorem however, tells us that the functional that returns the ground state total energy when applied to the ground state density, whill return higher energies for any other density, making the ground state density a minimum in the energy functional.
