I believe that the second theorem is a consequence of the first theorem; however, it should still stand as an independent theorem. The first theorem establishes the fact that one can calculate an observable property by plugging in the electron density into the functional for that specific property. That is, each property will have its own functional, this property could be the total energy, kinetic energy, etc.

The second theorem establishes the functional for the total energy and provides a means or a starting point to determine the ground state electron density for the system which we did not have before. The total energy of a system is very pivotal as it can be used to compute many other quantities for the system.
