    The difference would be that the construction engineer knows the material he will construct the bridge in and has to account for other things such as loading strength for example but those things can be calculated and the engineer will know how many pillars he has to put.
    The materials engineer however, knows what he needs to do but has no clue how the material should look so without initial calculation it is anyone’s guess how this material will and therefore requires much more trial and error.
