Jacob’s ladder in the context of DFT is that we build upon approximations as opposed to searching for better ones from scratch. Our first rung is the LDA approximation and our second one is GGA. We add rungs to our ladder by improving our approximation to better treat exchange and correlation. This one step at a time approach is more fruitful than trying to derive a perfect approximation from scratch, the equivalent of throwing out the ladder and trying to jump to heaven.
