    In case of planets and sun interacting, we can neglect the electromagnetic attraction and repulsion and the gravitational attraction becomes the main force instead. The planets and the sun definitely cannot be considered stationary, therefore they should be treated as electrons and not as nuclei. The second term in Kohn-Sham equations would vanish, and the third term would describe the motion of planets in average static gravitational potential.

    After reading other responses to this question, I realized that treating the Sun as the nucleus would make more sense.
