The difference maybe due to the fact that more is at risk if the construction engineer gets it wrong, for a material scientist, the most that is lost if the many attempts fail are resources such as time and money as opposed to lives for the construction engineer. The construction engineer is able to run simulations and make the necessary designs of the bridge before it is completed due to the fact the the equations of classical physics can be solved exactly for real world systems.
