Using the formulas of quantum mechanics allows for the calculation of all kinds of problems, one of them being the construction of materials. In that aspect the first statement is correct. These calculations do however still need to make approximations and assumptions when using this theory because otherwise the calculation would not be possible. Based on the assumptions that need to be made one might argue that the theory that is being used in the simulation is not developed enough.
