    A solid is a collection of atoms or molecules held together by bonds. The constituents may be ordered or disordered and may vibrate respect to each other but not get too far away from each other, unless some added energy makes them to do so.

    The definition would imply that under certain surrounding conditions a material may be a solid but under different conditions it may not be, because the atoms or molecules may not remain at relatively fixed positions respect to each other.
