I had the same problem and when I checked my ppinput.in file I realized that the sign / in the end of the &PLOT block was missing.
When I added the sign / and ran pp.x again the xsf file was generated.

You have to do some modifications inside the cif file. Remove the character in front of atom symbols, for example instead of ‘Si2a’ remove the character ‘a’ and write just ‘Si2’ (you have to do that for all the atomic symbols) then save the modification and the file will work.
